1. INTERPRETATION AND PURPOSE
This Bid Policy (“Policy”) defines the mandatory structural regulations governing how Independent Service Providers (“Freelancers”) submit proposals and place bids on listings posted by Buyers (“Clients”) on dbbinfosolutions.com (“Platform”). This Policy is designed to eliminate market manipulation, artificial fee evasion, and fraudulent user matching. By placing a bid or submitting a proposal on the Platform, you unconditionally agree to comply with this Policy.
2. BID ELIGIBILITY AND IDENTITY LOCK
  • Mandatory Verification Status: The Company reserves the absolute right to restrict or pause bidding privileges for any User profile that has not successfully finalized its Identity Verification (KYC Verification Audit).
  • Single-Source Proposing: Freelancers must submit bids exclusively through their unique, registered personal profile. Bidding using multiple proxy accounts, bot applications, or automated scripting systems is strictly forbidden and triggers automated system blocks.
3. MINIMUM WALLET BALANCE AND ACCOUNT SEGREGATION
  • Minimum Balance Mandate: To ensure proposal serious-intent and maintain contract integrity, Freelancers must retain a specified "Minimum Account Balance" in their secure Platform wallet prior to submitting bids on active listings.
  • Risk-Based Multipliers: The Company reserves the sole authority to increase the required minimum balance for specific high-value milestones, highly sensitive job sectors, or individual profiles showing elevated system risk logs.
  • Withdrawal Protection: The system will automatically decline withdrawal requests that would cause the user's available wallet balance to slip below the mandatory minimum threshold required for active un-awarded proposals.
4. BAN ON CONTRACT PRICE MANIPULATION & UNDER-BIDDING
  • Low-Ball Manipulation: Freelancers are strictly prohibited from submitting artificially low or fake placeholder bids (Under-Bidding) on public boards with the intentional purpose of later renegotiating a higher price privately or via off-platform message strings.
  • Accurate Valuation: Bids placed must represent the genuine, comprehensive cost of the work described in the Client's listing. Any intentional distortion of contract value to circumvent platform service fees will result in immediate proposal cancellation and profile suspension.
5. ANTI-CIRCUMVENTION AND CONTACT SHARING CONTROL
  • Off-Platform Contact Disclosures: Freelancers must never include personal communication details (such as direct WhatsApp numbers, external Telegram IDs, corporate Skype credentials, or personal email strings) inside a public bid description, proposal attachment, or clarifying board post.
  • Sanctions for Bypassing: If a Freelancer invites a Client to conclude a contract off-platform during the bidding stage, the Company will instantly freeze the user's operational wallet, terminate active bids, and enforce a non-negotiable compliance fine of up to USD $3,000.
6. INTELLECTUAL PROPERTY RULES FOR PROPOSALS
  • Submission Ownership: Content, sample wireframes, or text descriptions submitted as part of a freelance bid remain the intellectual property of the submitting Freelancer. However, by uploading a proposal, the Freelancer grants the Platform a free, worldwide license to host, display, and audit the content for fraud prevention purposes.
  • No Free Work Exploitation: Clients are strictly prohibited from utilizing, copying, or commercially exploiting sample work or ideas submitted within a Freelancer's bid unless they officially fund a milestone escrow contract for that specific Freelancer.
7. DISCIPLINARY SANCTIONS AND GOVERNING JURISDICTION
  • System Discretion: DBB Info Solutions Inc. maintains total administrative authority to edit, decline, hidden-flag, or permanently purge any active proposal or bid that violates the letter or core spirit of this Policy, without prior notice.
  • Legal Jurisdiction: This policy framework, along with all digital bidding disputes, is governed exclusively by the laws of the State of Wyoming, United States. Any formal legal review or arbitration arising from bidding interactions must be initiated solely within the federal or state courts of Wyoming, USA.
